Perhaps what I’m looking for is theme dependent?
I know users have the option to set this in their preferences but as an admin, how do I default set the “latest” without categories as homepage for people not logged in, and logged in.
I used the search box in settings and see “desktop category page style” but nothing is “latest only” because I have to use categories.

Try `top menu` - the first one is default view, so it should be `latest`.
