@Jacob_Peebles looks like you have been struggling with this for quite a while! I think [Digest Emails Not Sending to All Users – Need Help Debugging](https://meta.discourse.org/t/digest-emails-not-sending-to-all-users-need-help-debugging/357419) back in March is about the same problem, am I right?
