Пожалуйста, ознакомьтесь с [официальной стандартной установкой Discourse](https://meta.discourse.org/t/discourse-official-standard-installation/142537). Я рекомендую удалить этот droplet и начать заново.

Но вы проверяли, запущен ли Discourse, открыв его в веб-браузере?
