We would like to remove the functionality of creating a new topic for our users all together. Is there a way to do this?

You can also restrict your category settings to only allow seeing and replying for the everyone group, which effectively blocks creation of topics. This needs to be done on each category, too. How to use category security settings to create private categories

We’re actually doing this as a way to temporarily prevent new topics while we do some work on the site. A simple button in the Admin to stop new topics would have been great, but we’ll use this work around.
