Unlike other preferences, as an admin you cannot set a default for this, so each user has to disable it for themselves. There is a feature request to add this: [Can't set Email Notifications for Chat in admin setting](https://meta.discourse.org/t/cant-set-email-notifications-for-chat-in-admin-setting/264156)

Currently, your only option is to use the Rails console with the script in that topic to change the preference for all users (and to repeat this for new users).
