Do the topics appear when you disable the Show tags by group setting? I think that setting limits the docs to only show topics which are tagged with at least one tag from a tag group you selected in docs tag groups. So topics without tags will no longer appear.

Remember, with this plugin, the index must be managed manually. If you haven’t added links to these new topics in your index topic, it’s expected that they won’t show up in the sidebar.

It looks like you’re using the older Docs plugin that is being retired, and not this Discourse Doc Categories plugin. Is that accurate?
