我现在已经实现了这个功能。

有一个新的站点设置 `private_replies_participants_can_see_all`。启用后，回复将对回复过该主题的用户可见。

我还增强了显示在主题顶部横幅的准确性，以更清晰地传达谁可以看到什么。
