URLの前に`git clone`が抜けているようです。

以下を追加してください。

`- git clone https://github.com/discourse/discourse-reactions`

例として、最後の行を参照してください。

```yaml
hooks:
  after_code:
    - exec:
        cd: $home/plugins
        cmd:
          - git clone https://github.com/discourse/docker_manager.git
          - git clone https://github.com/discourse/discourse-knowledge-explorer
          - git clone https://github.com/discourse/discourse-reactions

```
