Yes, that button would also be helpful for creating official post notices, user notes, etc.
I usually use the keyboard shortcut help in the sidebar or press ? to find out that it’s “i”. (I tried to remember “insert template”, but that didn’t work that well for me, because I couldn’t find a German wording that starts with “i”)
