This already exists – enter a global banner in site settings, this is for mission critical alerts only, they are not dismissible.
Otherwise for a dismissible banner visit any topic, admin wrench, feature topic, then banner.

Go to admin, users, export and plug those email addresses into the mailer system of your choice.

Is there a standard way to do this, though? Or just altering the theme templates?
For our purpose, we need to have a disclaimer on every page for legal purposes (we are gearing up to do public solicitation under 506c exemption and will need every single page in [forum.intercoin.org](http://forum.intercoin.org) to have a disclaimer on top, linking to our Private Placement Memorandum)

Add it to the site footer in admin, customize is what most sites do with legal stuff.

I might be a little dense in this case, but I can’t seem to find how to alter HTML of header and footer in the admin. Googled it, too. Do I need to alter the theme?
