I think, perhaps, it is settings.yml, based on

```plaintext
unless Rails.env.test? && ENV['LOAD_PLUGINS'] != "1"
  Dir[File.join(Rails.root, "plugins", "*", "config", "settings.yml")].each do |file|
    load_settings(file)
  end
end

```
