discourse 1.9 version, last postgresql database in Docker version 17.03.0-ce and Postgresql version is 9.5…  
Now want to change database and migrate with other databases in aws postgresql 10.1…but its getting error…can any one help me..

That is too old. Follow the [official guide](https://github.com/discourse/discourse/blob/master/docs/INSTALL-cloud.md) to install Discourse and you will have a working Discourse running 2.4.0. To run with RDS follow [Configure Discourse to use a separate PostgreSQL server](https://meta.discourse.org/t/running-discourse-with-a-separate-postgresql-server/46375).
