Exclude staged users from Watching?

After this turned our discourse into a spamming machine, this is how I went about excluding Staged users from receiving notification emails:

  1. Use the rails console to force all staged users into TL0
  2. Adjust discourse setting for new users to be TL1
  3. Adjust category notifications for Announcements to set TL1+ as Watching
