Is there a theme or planned feature to spotlight specific topics?

We can pin a topic in a few ways, but is there a theme that promotes certain threads in a sidebar, or header, without needing to code it each time? I’m thinking about something with the ability to either manually or automatically determine which topics are featured, so current “hot topics” can get more focus.
