# First post approval

Hi! I’ve just set up my Discourse installation and can’t set up posts & topic approvals for new users with TL0.

Despite my settings new users with TL0 still can create topics and posts without any approval.

If it is a fresh install, You are in bootstrap mode which grants TL1 to first `n` (default 50) users. This could be causing the limit to not apply.

You should have a message like this on your site:

Thank you for answer.  
I disabled bootstrap mode more than 24 hours ago and all new users have Trust Level 0.

I also noticed that users with TL0 are getting TL1 **without** entering to 5 topics despite this setting.

Why doesn’t this setting apply?

The problem was in `discourse-category-experts` plugin. Deleted it and now everything is good.
