~~Putting this in feature for now, feel free to move to bug if this is, in fact, not-intentional.~~ Turned out to be bug… Noticed earlier today that the flag modal removed the line separating message user from notify staff. I like that separation, as it made it 100% clear the difference, and was added earlier this year based on feedback. If so, can someone explain why? ---
