I have used this in a PR to support auto lowercase in the pretty text discourse lib on non-english forums.
I need to extend that to make the site setting allow uppercase posts work as expected on non-english forums too, so I can take a look on the slug generation for you, if you don’t PR that before me

c# is a compiled language, it is 10x to 100x faster than Ruby. Please write back when you have tested in Ruby.
I strongly recommend switching to another discussion software if this is a hard requirement.
