I believe it should be possible. I’m super busy at the moment so I don’t have time to make that change myself, but if someone submits a pull request I’d gladly accept it.

Is it possible to simply add unmaintained and provide no support instead of deleting it?
No, because Discourse updates will mean people’s sites will break when updated, unless plugins are constantly updated as well, as there is no stable plugin API.
I’ve had enough of doing that (and my site breaking when I just install an update).
When you mark a repository as archived it allows people to fork if they still want to fix it. That’s the best way to respectfully decommission your plugin.
Yes I would also urge you to not delete it. Someone else might step up to maintain it.
In case no new maintainer is found, using Discourse Dynamic Groups and the core approve (new topics) unless allowed groups site settings might be a solution. You can create a group with users whose posts you want to review and a dynamic group with all users except the ones in that group, which you add to the site settings.

In case it helps anyone, I wrote a similar plugin a few months ago. I don’t remember why I didn’t use the other one. Either something wasn’t working or I needed to customize something.
