In order for your component to be published in #Customization > Theme component, generally it needs to be installable. I’d recommend following [the theme skeleton](https://github.com/discourse/discourse-theme-skeleton)’s layout (or somewhat of it; not every file there is required for a working component) or it might be moved elsewhere.
