The welcome link banner is the bottom banner. [Welcome Link Banner - theme-component - Discourse Meta](https://meta.discourse.org/t/welcome-link-banner/218743)  
I don’t know too much about the one on the top, but I think it is a [Versatile Banner.](https://meta.discourse.org/t/versatile-banner/109133/242)
