I have restrict uploads component but that only works for Trust level.

There is a theme component Restrict uploads which blocks uploads for lower trust levels. Maybe you can extend that to be group-based instead of trust level based.

If you can’t customize it yourself, you may need to find someone in Marketplace who can do it for you.
