これはカスタムテーマで、このテーマをベースにしています [GitHub - eagle19243/Discourse\_New\_Theme · GitHub](https://github.com/Eagle19243/Discourse_New_Theme)  
なお、そのテーマのライセンスは不明なため、使用可能かどうかを確認する必要があります。

いずれにせよ、少し CSS を学び、関連する Discourse の設定を理解し、ブラウザのインスペクターを使って CSS を調べれば、同様のものを自分で作成できます。CSS は完全に公開されるためです。
