There are only categories and sub-categories. There are no sub-sub categories. On your home page you can click the little hamburger next to the new topic button and add a category. You can then choose a parent category for it.

then how does this forum get 2 sub-categories for certain topics?

There is now a hidden setting called max_category_nesting that can be changed at the rails console. Sub-sub-categories - #2 by jomaxro offers some hints.
