정말 감사합니다. 문제의 원인을 파악했습니다. ‘이메일 비활성화’ 설정을 '비직원(non-staff)'으로 지정해 놓았기 때문에 일반 사용자들이 이메일을 전혀 받을 수 없었던 것이었습니다. 말씀하신 대로, 일반 사용자는 기존 이메일 주소를 인증할 필요가 없었습니다. 조언해 주신 모든 분들께 감사드립니다.
