I think this feature would make sense as an administrative tool , not as a site-wide feature.

This exactly. I’ve run into this use case today - for the first time ever, to be fair.

I have a new user I find extremely suspicious. They haven’t crossed the line (yet?) but I’d like to keep an eye on them for a while.

I would only use the plugin if it allowed making the follow feature available only to admins, not every user. This is to avoid the “social platform” dynamics, which I would prefer to avoid.
