You’d have to override the handlebars template for the topic list items as well as the topic list header (see Developer’s guide to Discourse Themes )

Adding this to admin > customize > themes > edit HTML/CSS > desktop > </head> gives you something to start with. You’ll need to add custom CSS to style as you see fit.
