By default, normal users can’t edit the titles of topics created by other people. If they can, you will have edited settings to allow it.
I’d check
edit_all_topic_groups— “Allow users in this group to edit other users’ topic titles, tags, and categories”edit_all_post_groups— “Allow users in this group to edit other users’ posts”
