Correct, redirecting to top upon long (or total) absence is a feature. You can disable it in site settings as I recall. The idea is to show the user your best content (top) to attract them to your site.

Is there any way to set up a custom URL or URI to redirect new users to instead?

Not by default but doable in a plugin.
