Continuing the discussion from [Use a Topic Timer to schedule a topic to be published in the future](https://meta.discourse.org/t/use-a-topic-timer-to-schedule-a-topic-to-be-published-in-the-future/60731):

Currently, permission to schedule topics to be “published” from one (private) category to another (public) is restricted to moderators and TL4 users. Category mods must be TL4.

I would like to set up a workflow category for a team, where they can collaborate on posts and then schedule them. I do not want to have to subvert the trust-level system by giving them all TL4 to do this.

Please make this available to category moderators (which would cover my use case) — or make it an additional per-category option (which I can imagine might be useful for other cases where it’s important for moderation and scheduling to be separate functions).
