Yes you can access it in the appearance settings:

Thanks. I just saw that in the post above. I guess I didn’t expect it at “fonts and appearance” because it isn’t about appearance.

Perhaps “Preferences” would be better? Or “Interface settings” since that’s what that is linking to, a subset of the normal user preferences for Discourse.
