Yeah, currently that’s the way it is. Users with invite privileges can edit the invite as they please, though some settings are only available to users with the appropriate privileges:

Saving presets like this isn’t currently possible. It’s a interesting idea though.

I don’t think it’s been suggested before, but I could be wrong. (I’ve made a brief search through #Contribute > Feature #invites). Feel free to create a new feature topic for this if you’d like to explore the idea more.
