# Is there a setting to only allow admin to approve users?

I assume you mean moderators? Admins and moderators are ‘staff’ so they can approve users if needs be.
1. Ask your moderators not to approve users
2. Make them category moderators
3. Revoke their moderation privilege and grant them TL4 (leader)

Yes, operator mean is moderator
