Sim, isso está correto.

Qualquer (a maioria?) configuração pode ser substituída dessa maneira. O valor padrão vem de [discourse\_defaults.conf](https://github.com/discourse/discourse/blob/5fa95b69e427efefd1b469a41953afaa02de5f42/config/discourse_defaults.conf#L197).
