### 1. **当前场景**
目前，论坛拥有数千名常规用户，分为不同级别（TL 0 到 4）。
在当前模型中：
✅ 所有常规用户都可以访问 **所有主题和帖子** ，无论是否由他们创建。
### 2. **期望场景**
我想为 **常规用户** 实施访问限制，确保他们只能查看：
- ✅ 他们迄今为止参与过的 **所有主题和帖子** 。
- ✅ 他们创建的 **新主题** 。
🔹 这意味着，一个从未参与过讨论的新用户登录后， **将看不到任何主题** ，直到他们自己创建一个（例如，提出一个问题）。
此外，我想创建一个特殊的 **VIP用户** 组，他们：
✅ 将拥有对所有主题和帖子的 **完全访问权限** ，无论由谁创建。
✅ 当常规用户被提升为 **VIP** 时，他们将自动获得对论坛所有内容的无限制访问权限。
### 3. **目标**
主要目标是：
🔹 **根据上述标准限制常规用户的访问** 。
🔹 **确保VIP用户拥有完全访问权限** ，而无需创建单独的类别。
如果无法完全按此方式实现，一种替代方案是创建一个 **私有类别** 来进行区分，但理想情况下，访问控制应如步骤 1 和 2 所述工作。

我认为你必须决定一个系统，你描述了两种完全不同的模式。
我建议你关闭现有主题（这样普通用户就不能再回复它们，只能创建新的私有问题），让旧主题保持公开只读状态。无论如何，目前都是这样。

类别具有权限，可控制哪些组可以看到主题，以及他们是否可以创建新主题或回复主题。在大多数社区中，每个人都可以阅读（至少可以阅读一些内容），但您必须拥有更多权限（即至少登录）才能参与。您的情况与此相反。
无需插件即可完成您所要求的操作的方法是仅使用私信。普通用户会将群组私信发送给 `@vip` 组。然后他们可以看到他们的消息，VIP 也可以看到，但其他人看不到。
这样您将没有类别，但仍然可以拥有标签。
