Maybe it doesn’t work in [safe mode](https://meta.discourse.org/t/53504?silent=true) because you are using [Twitter Native Embed](https://meta.discourse.org/t/twitter-native-embed/261792). [Safe mode](https://meta.discourse.org/t/53504?silent=true) disables customizations. Is that the case?  
There is some discussion about that component causing jumps because Discourse doesn’t know the height of the iframe while loading in that topic: [Twitter Native Embed - #23 by wineberserkers](https://meta.discourse.org/t/twitter-native-embed/261792/23)
