I don’t think it has anything to do with the partial clone. Something seems to interfere with the TLS handshake.

[Help! Upgrade constantly fails](https://meta.discourse.org/t/help-upgrade-constantly-fails/259032) had the same issue and they are using Google Cloud as well, so maybe there’s a problem with that? 🤔
