Let's Encrypt stopped sending certificate expiry warning emails a year ago, so t…his setting is no longer useful.
- Removes `LETSENCRYPT_ACCOUNT_EMAIL` from templates, setup scripts, and wizard
- Let's Encrypt SSL now runs unconditionally when the template is included
- Also removes MaxMind prompt from new wizard to streamline setup
