# 将“非法”内容设为对未登录用户可举报

嘿，各位，

我最近为我的公司设置了一个 Discourse 论坛。我们希望遵守[欧盟数字服务法第 16 条](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32022R2065#art_16.tit_1)（重点是我强调的）中的要求：

> 托管服务提供商应建立机制，允许 **任何个人或实体** 通知他们其服务上存在被该个人或实体视为非法内容的特定信息。这些机制应易于访问且用户友好，并应允许仅通过电子方式提交通知。

我已经将“允许的帖子标记组”设置为了“所有人”，但为了完全合规，我还希望让未登录用户也能看到标记按钮。如果他们被提示创建账户才能标记，对我来说是可以接受的，如果他们无需账户就能标记就更好了。

我是否遗漏了可以实现此目的的设置？如果没有，有没有什么简单的方法可以自己添加此类按钮，例如使用自定义主题组件？
