Mention group/user without notification

Well - it seems this function already exists for power users!

Personally, I’d like to see a per-user setting to control this (with a site-wide default) with the following options:

  1. No notification at all for a @mention - maybe a little blue dot instead?

  2. A single notification for a @mention - what I think should be the default

  3. Topic made Watching for a @mention - current (slightly aggressive) core behaviour
