@Canapinさん、ありがとうございます！大変助かりました！

原因は、(知らなかったのですが)非推奨になっていた[プラグイン](https://meta.discourse.org/t/guest-gate-sign-up-popup-plugin/56625)でした。それを無効にしたところ、問題は解決しました。
