这可以通过我的 [Discourse Dynamic Groups](https://meta.discourse.org/t/discourse-dynamic-groups/365342) 插件来完成。

- 创建一个名为 Restricted 的组，并将用户放入其中。
- 创建一个名为 Allowed 的组，并将其设置为动态，规则为 `trust_level_1 AND NOT restricted`
- 将“Allowed”添加到“approve unless allowed groups”设置中。
