First of all, the forcemoderation plugin still works.

This can be done with my Discourse Dynamic Groups plugin.

  • Create a group Restricted, put the users into it.
  • Create a group Allowed, set it to dynamic with the rule trust_level_1 AND NOT restricted
  • Add “Allowed” to the “approve unless allowed groups” setting
