Yeah. this is a recurrent question.  
Two examples: [Post Topic in Two Categories?](https://meta.discourse.org/t/post-topic-in-two-categories/27966) and [Share topic between multiple categories](https://meta.discourse.org/t/share-topic-between-multiple-categories/202310).  
The solution is pretty much always the same: using tags as Jay said, as it’s their purpose.
