# Muted category still sends mails to users with mailing\_list preference

I created and muted a category for testing some inbound mail config. I also suppressed the category for the email summary. However, it looks like Discourse has been sending emails out to users via email type **mailing\_list**.
Is this expected behaviour?
If so, how would I go about suppressing all email notifications for a specific category beyond making it private to a specific group?
