Fixed per:

New installation fails (fresh install)

Fixed this per: https://github.com/discourse/discourse/commit/e2284cf7391aa94ed2f22662305bc14e9e51262c Zeitwerk was autoloading this cause we had some migrations that would run overrides on SafeMigrate. I disabled this in the class.
