# New Topic/New Message split topic prompt

Is there some way to disable the “New Topic/New Message” prompts or to restrict them to Admin/Mods?  
We definitely do not want anyone making New Topics off of existing topics, and already have several users who go crazy with PMs, so definitely don’t want any split PMs.

It seems to me when we first got Discourse for our forum, we had this disabled, but I can’t find who I talked to about it, maybe @neil ?

Simplest way to remove this is with a simple CSS customization that hides it.

have must limit user to create topic in the list items or all page web?
