# Newuser max links should limit tag mentions?

Is `newuser max links` supposed to limit how many `#tag` mentions a new user can make?

I assumed this setting would be more about limiting a potential spammer and internal links wouldn’t have the same weight.

I have an uncommon scenario of using tag mentions as a community tool, so just wanted to confirm if this is the expected behavior.
