If someone is tracking category A, will a notification be sent of a message which is initially posted to category B but is then moved to category A?

Thank you. Is there a time limit on that?

For instance, it’s good that it happens within minutes or even a few days of the original post, but it wouldn’t be good if it happened a year later on a wholesale reorganisation of a forum’s category structure.

That should happen within a few minutes, the same as if someone posted into the watched category.
