# Notification claims X users for approval, but none are found

Now I’m more concerned because we’re on the Starter plan, so I can’t use [Data Explorer](https://meta.discourse.org/t/32566?silent=true). This makes me think that maybe there are users waiting for approval, but I just can’t see them.
