Notification control menu needs better accessibility

The button has no accessible name and an associated menu which is not indicated.

suggest implementing the ARIA menu button design pattern to make this control usable and understandable by assistive tech users.

I believe we did some work on this recently and now

<a class="icon" data-dropdown="site-map-dropdown" data-render="renderSiteMap" href="" id="site-map" title="go to another topic list or category">
               <i class="fa fa-bars" aria-hidden="true"></i><span class="sr-only">go to another topic list or category</span>
            </a>

I believe the sr-only class text is there for this reason?

Is this sufficient or is there more to do here?
